Gordian combine the strategic level aspirations from governmental or board level bodies with an assessment of the capabilities of the individual assets available to them to maximise and direct effectiveness pursuant to priority goals. Methods include:

Integration of the distinct parts of the intelligence and information apparatus to strategic delivery, with an emphasis on low institutional frictions and the establishment of shared top-tier goals, to which different elements contribute.

Development of management functions within and between agencies as required. These include development of professional processes and a flexible and adaptive middle management. Operational and tactical levels are matured to be capable of ‘management by command intent’ and set in an infrastructure that can support them. This includes not only the organisational architecture but also the evolution of a professional ethos, appropriate to local circumstances and culture, which does not act to the detriment of other parts of the organisation.
